English Councils Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a recent study of local authorities, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling playing fields and open spaces to support their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in Kent announced its asset disposal plan included the disposal of a shopping centre in a local town and a social club in Rochester to raise £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Pressures

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase local levies next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” said a council leader.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

Research of regional authorities this week also found local finances being stretched by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the last year, the survey found.
