Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are delivered from different nations. Immense energy is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every launch shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Not long after, a heavy machine gun engaged a aerial vehicle close by, part of a defensive team – probably Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a need that European nations are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the coming year.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its advantage.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
