UK and France Will Dispatch Troops to the Country if a Ceasefire Accord is Reached

The UK and France have formalized a statement of purpose concerning the positioning of armed personnel in Ukraine if a peace deal be struck with Russia, the Prime Minister of Britain, Starmer, has stated.

Following talks with allied nations in the French capital, he indicated that the UK and France would "establish defense centers throughout Ukraine and construct fortified installations for arms and equipment" to discourage any future attack.

The coalition members also proposed that the United States would take the lead in verifying a halt in hostilities.

Moscow has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not responded on this recent declaration.

Background and Continuing Conflict

The Kremlin's head Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently holds approximately 20% of Ukrainian territory.

"This represents an essential component of our commitment to support Ukraine for the duration," commented the British leader.

National leaders and top officials from the "Partner Group" took part in Tuesday's talks.

Addressing reporters at a joint press conference, Starmer added: "It creates the pathway for the operational parameters under which British, French, and partner forces could function on Ukrainian soil, securing Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the time to come."

The PM added that Britain would participate in any American-headed verification of a possible ceasefire.

Defense Assurances and Diplomatic Positions

Lead US negotiator Steve Witkoff said that "long-term safety pledges and strong economic promises are vital to a permanent resolution" in Ukraine – referring to a major requirement made by the Ukrainian government.

The negotiator indicated the coalition had "mostly completed" their work on establishing such assurances "so that the citizens of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's representative, also participated in the negotiations.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's allies had made "considerable advances" at the meeting.

He added that "comprehensive" security guarantees for the Ukrainian government had been settled upon in the case of a possible ceasefire.

President Volodymyr Zelensky commented that a "major advance" had been made in the talks, but added that he would only view efforts to be "enough" if they led to the end of the fighting.

Recently, Zelensky suggested a peace deal was "mostly finalized". Agreeing on the last 10% would "shape the outcome of peace, the fate of Ukraine and Europe".

Remaining Challenges

• Territory and security guarantees have been at the forefront of unresolved issues for diplomats.
• Moscow has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any concession over how to finish the war.
• The Ukrainian President has so far rejected ceding any land, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia does the same.

Moscow currently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The pair of oblasts form the heartland of Donbas.

The earlier US-led multi-point framework that was widely leaked to the media last year was viewed by Ukraine and its EU supporters as being heavily skewed in Russia's favor.

This led to weeks of focused diplomacy – with Ukraine, the US and European leaders trying to amend the draft.

Recently, The Ukrainian government submitted the US an updated proposal – as well as separate documents detailing potential security guarantees and plans for Ukraine's reconstruction, Zelensky said.
